The Civil Service Commission says it is working to establish a system that can carry out the recruitment of civil service employees transparently through a digital system. The commission made the remarks as its 2025 annual report was submitted to Parliament's Independent Institutions Committee. Counsel General Ibrahim Rasheed said many changes are being brought to provide the commission's services transparently. As part of that, an online complaints module has been established for submitting complaints, and a system has been put in place to ensure accountability. Among areas of recruitment, Rasheed said a system is being established to conduct job-entry tests online. "In some areas, work is ongoing to establish an online recruitment system. Things like conducting tests. That will be done through a very transparent system," said Counsel General Ibrahim Rasheed. According to the matters included in the Civil Service Commission's 2025 annual report, 4,370 people newly joined the civil service in 2025. A total of 415 people transferred from one job to another, while 1,935 people received promotions. The number of employees who left their jobs reached 1,506. Last year, the commission received 5,930 complaints. Of those, 5,834 complaints were responded to. Most were complaints submitted regarding recruitment. More than 8,000 requests were received regarding various services. The number of employees working in the civil service is more than 35,000. Because of the small number of employees at the commission, the commission noted in Parliament that it is difficult to manage the affairs of so many employees. In 2025, the commission newly formulated three regulations and made 19 amendments. In addition, 72 organizational structures were approved.
