Government Seeks Consultancy for Rasmale’ Master Plan to Provide 200,000 Homes

The Ministry of Infrastructure, Housing and Urban Development has invited bids from consultancy firms to design the master plan for Rasmale’, a massive land reclamation project intended to solve the acute housing crisis in the Greater Male’ region. A centerpiece of President Dr Mohamed Muizzu’s administration, the 1,010-hectare reclaimed island is envisioned as a sustainable urban center. Once complete, the project aims to deliver up to 200,000 housing units over the next two decades. Current progress is already visible, with more than 500 hectares of land successfully reclaimed. The tender requires consultants to deliver a comprehensive framework including a baseline study, land-use plans, and critical shore protection measures. To align with modern urban standards, the master plan must integrate renewable energy systems, eco-friendly construction methods, efficient utility designs, and transportation networks that ensure accessibility for people with special needs. Interested firms have until 10:00 a.m. on July 13 to submit their proposals. Speaking at a recent press conference, President Muizzu clarified that land allocation for residents will begin immediately following the completion of the dredging phase. He acknowledged that the project faced delays due to the surge in global oil prices, which impacted operational costs. However, he assured the public that preparations are now in place to accelerate progress. To meet these targets, the government is deploying two dredgers with the goal of finalizing all reclamation work by the end of this year. Beyond providing housing, Rasmale’ is being positioned as a climate-resilient city, blending high-density living with environmental stewardship and renewable energy to minimize its ecological footprint on the surrounding marine environment.
