Infrastructure Minister Rejects Claims of Foreign Land Ownership in Rasmale' Project

Infrastructure Minister Dr. Abdulla Muththalib has dismissed allegations that the Rasmale’ mega-development project involves the sale of sovereign land to foreign nationals or the granting of automatic inheritance rights. The clarifications come after the Maldivian government signed a landmark agreement on September 21 with Abu Dhabi-based developer Eagle Hills. The partnership aims to establish a USD 20 billion waterfront and marina project, the largest development in the nation's history. Addressing criticisms from opposition parties, Minister Muththalib clarified that property ownership in Rasmale’ is strictly limited to the purchased units. The underlying land remains the exclusive property of the Maldivian State. He explained that any transfer of property—whether through sale or inheritance—requires formal government review, authorization, and the payment of designated fees, contradicting claims of automatic inheritance. This legal framework, the Minister noted, is consistent with existing regulations governing foreign-owned resorts and commercial entities operating throughout the Maldives. He further dispelled rumors regarding immigration privileges, stating that real estate purchases will not grant automatic visas. All residency and visa applications will continue to be processed by Maldives Immigration under the statutory requirements of the Immigration Act. Minister Muththalib emphasized that large-scale, multi-generational infrastructure projects are essential for ensuring a financially independent Maldives and safeguarding national sovereignty. He argued that long-term prosperity through state enrichment is vital to prevent foreign interference in domestic affairs. The Rasmale’ initiative is projected to catalyze over USD 30 billion in total foreign investment, with an estimated USD 18 billion in net foreign direct investment flowing into the country. Upon completion, the project is expected to create over 54,000 direct and indirect jobs and attract an additional million tourists annually, contributing more than USD 2 billion each year to the national tourism sector.
