Japan-funded Maritime Coordination Centre to Boost Maldives Coast Guard Training and Safety

The Maldives Coast Guard has gained a significant operational boost with the inauguration of the Maritime Coordination Centre (MCC) in Villimale. Funded by a USD 3.7 million grant from the Government of Japan, the new facility is designed to serve as both a high-tech operational hub and a specialized training center for maritime personnel. During the official opening, Japanese Ambassador Ishigami Rumiko detailed the facility's dual purpose. The ground floor is dedicated to immediate operational needs, housing a dedicated operation room and conference facilities. The first floor is engineered for capacity building, featuring an auditorium, classrooms, a chart room, a library, and a terrace-style study area to enhance the human-resource capabilities of the Coast Guard. The project's completion follows a period of delays after construction began in 2022, eventually being revived through the initiative of President Dr Mohamed Muizzu. The center represents a multilateral effort, with the United Nations Office on Drugs and Crime (UNODC) facilitating site development and the Australian Government providing critical technical assistance. UN Representative to the Maldives, Hao Zhang, emphasized the strategic necessity of the center, noting that the Maldives' maritime zone vastly exceeds its landmass. Under the UN Convention on the Law of the Sea, the state is obligated to maintain adequate rescue arrangements. Zhang stated that the MCC will alleviate these geographic challenges by bringing the Coast Guard’s diverse functions under one roof. Beyond national security, the center is envisioned as a regional asset. Officials expect the MCC to function as a platform for information exchange and joint training, welcoming participation from neighboring countries to improve maritime safety in the Indian Ocean. The Maldivian government confirmed that the center will enable real-time coordination of search-and-rescue operations and significantly improve maritime domain awareness, providing a structured environment for long-term capacity-building programs.
