Legal Reforms Ease Island Leasing to Boost Maldives Mariculture and Food Security

The Ministry of Fisheries, Agriculture and Ocean Resources has announced significant legal amendments to the governance of uninhabited islands, aiming to accelerate the development of the mariculture sector and diversify the national economy. The new legislative framework removes restrictive barriers that previously limited leased islands to a single designated activity. Under the former rules, the Ministry struggled to secure sea and lagoon areas for integrated use; for example, an island leased for agriculture could not host mariculture activities, and vice versa. State Minister Mohamed Naif stated that these changes provide substantially greater flexibility in how uninhabited islands and their surrounding lagoons are leased. By allowing multiple fisheries-related businesses to operate in an integrated manner, the government aims to maximize the economic potential of these remote territories. State Minister Mohamed Muthalib emphasized that expanding mariculture is one of the most effective ways for the Maldives to optimize its vast marine resources. He noted that while the nation relies heavily on skipjack and yellowfin tuna fisheries, the growth of the mariculture industry is critical for enhancing national food security. Under the updated law, fisheries-related sectors now encompass a broader range of activities, including aquaculture, the development of specialized infrastructure, and the operation of processing facilities. The ability to lease lagoons and specific sea areas more flexibly is viewed as a cornerstone for the sector's expansion. This policy shift aligns with a broader government objective to diversify the economy through the sustainable use of marine resources. To ensure the success of these legal changes, the government is currently implementing support programs designed to provide local operators with necessary training, technical resources, and financial assistance.
