Maldives and India Begin Formal Negotiations on Strategic Free Trade Agreement

The Maldives and India have officially launched formal negotiations to establish a Free Trade Agreement (FTA), marking a pivotal step in strengthening economic ties between the two neighboring nations. Minister of Economic Development, Transport, and Trade Mohamed Saeed announced the commencement of talks following the first official meeting held on Monday.
The foundation for these negotiations was laid last year during Indian Prime Minister Narendra Modi's official visit to the Maldives. This was further solidified in March when both nations signed the Terms of Reference (TOR), a crucial framework that defines the scope and operational rules of the business agreement before a final pact is ratified.
Speaking at a press conference at the President's Office, Minister Saeed expressed confidence in the trajectory of the talks, emphasizing a mutual commitment to expedite the process. He revealed that a multidisciplinary team, comprising government officials, technical experts, and private sector representatives, will work extensively to finalize the agreement.
A primary objective for the Maldives is to secure concessions for local products, reducing trade barriers and creating new avenues for domestic businesses. Minister Saeed highlighted that such agreements typically provide vital benefits, including duty exemptions, which lower the cost of exports and increase competitiveness in foreign markets.
To illustrate the potential impact, the Minister cited the Maldives-China FTA, which took effect in January 2025. That agreement has already enabled Maldivian entrepreneurs to reach a global audience via the Alibaba online platform. By securing a similar deal with India, the Maldives aims to gain direct access to one of the largest consumer markets in the world.
This move is part of a broader strategy by the Maldives to diversify its trade partnerships. In addition to the ongoing engagements with India and China, the Maldives has signed a preferential trade agreement with Turkiye, which is currently in the implementation phase before officially entering into force.
