Maldives and Russia Ink Legal Pact to Combat Cross-Border Crime

The Prosecutor General’s Office (PGO) of the Maldives and the Prosecutor General’s Office of the Russian Federation have signed a formal cooperation agreement to strengthen legal ties and enhance judicial collaboration between the two nations. The agreement was signed in Kazan, Russia, during the 24th Meeting of Prosecutors General of the Shanghai Cooperation Organisation (SCO) Member States. The pact follows official discussions between Maldivian Prosecutor General Abbas and his Russian counterpart, Prosecutor General Aleksandr Gutsan. Under the new framework, the two offices will collaborate on professional research, training, and the exchange of specialist knowledge. Beyond institutional capacity building, the agreement is specifically designed to bolster efforts in combating cross-border crime and providing mutual assistance in legal areas of shared interest. During the summit, Prosecutor General Abbas introduced the "PGO 2.0" initiative to the Russian delegation. This digital transformation project aims to increase the operational efficiency of the Maldives' Prosecutor General’s Office by more than 60 per cent. Abbas emphasized that while the initiative focuses on expediting legal processes through technology, the fundamental principle remains ensuring that critical decision-making authority stays with human officials. Reflecting on the partnership, Prosecutor General Abbas described the signing of the agreement as an honor, noting that the collaboration would pave the way for expanded cooperation in additional legal domains. He expressed gratitude to Prosecutor General Gutsan for the hospitality extended during the visit and voiced optimism regarding the strengthening of bilateral relations. The engagement underscores the Maldives' strategic effort to align with international legal standards and leverage global partnerships to secure its borders and improve the domestic administration of justice.
