Maldives Government Unveils Regulations for Land and Flat Allocation in Malé and Rasmale’

The Maldives government has released new regulations governing the allocation of land and flats in the Malé area and Rasmale’, as part of the ‘Emmenah Boahiyaavahikan’ policy initiated by President Dr. Mohamed Muizzu’s administration. The policy, which translates to 'Housing for All,' aims to address the housing needs of various income groups across the Maldives. Under the new regulations, Malé residents will be eligible for land in both Malé and Rasmale’, while residents of other islands will only be allocated land in Rasmale’. The maximum plot size available under both categories is 1,250 square feet. To qualify for land, applicants must have been registered as Malé residents for at least one year by January 14, 2026, and neither the applicant nor their spouse should own land exceeding 400 square feet. Additionally, applicants must not have received land under previous housing schemes. For flat allocation, the government has introduced rent-to-own and affordable home ownership models. Eligibility for flats under the rent-to-own model requires a monthly income not exceeding MVR 60,000, while the affordable home ownership model requires applicants to secure financing from recognized institutions. The ‘Housing for All’ policy, launched on November 16th, aims to allocate 7,000 flats and 15,000 plots of land across various income groups.
