Maldives Mandates Pre-Flight Passenger Data to Strengthen National Border Security

Maldives Immigration has introduced a comprehensive new regulation requiring all airline operators to submit detailed passenger and flight data before any aircraft arrives in or departs from the country. The mandate, formulated under the national Immigration Act, is scheduled to take effect on 30 October. The primary objective of the new framework is to establish a proactive screening system. This allows Maldivian authorities to identify and intercept high-risk individuals—including known terrorists, organized crime syndicate members, and those linked to dangerous international crimes—before they ever step foot on Maldivian soil. Beyond enhancing domestic security, the regulation ensures the Maldives remains compliant with international civil aviation conventions. The mandate applies universally to all flights. The responsibility for compliance lies with aircraft owners, charterers, agents, captains, and any other parties managing flight operations. These parties must transmit all required data to Maldives Immigration prior to takeoff. Under the new guidelines, operators are required to provide exhaustive flight and traveler details. This includes flight schedules, precise arrival and departure times, and total passenger counts. On an individual level, profiles must include full names, gender, nationality, passport numbers, seat allocations, baggage information, visa details, and both permanent and destination addresses. To address potential privacy concerns, the regulation strictly mandates that Maldives Immigration maintain the absolute confidentiality of all shared traveler information, ensuring data is used solely for security purposes. Failure to comply with these pre-arrival and pre-departure data requirements will result in financial penalties. Airlines and operators will face a fine of USD 129.47 for each individual violation.
