Maldives Signs $20 Billion Waterfront Deal to Create 54,000 New Jobs

The Maldivian government has signed a landmark Commercial Terms Agreement with Abu Dhabi-based developer Eagle Hills to launch the "Maldives Waterfront and Marina." This multi-phased integrated island destination in the Ras Male’ area represents a projected $20 billion investment, marking the most ambitious development project in the nation's history.
Departing from the traditional isolated resort model, the masterplan integrates luxury international hospitality with branded residences and a world-class megayacht marina. The development will also feature waterfront dining, retail hubs, and entertainment zones, supported by essential community infrastructure including state-of-the-art healthcare, wellness, and educational facilities.
Mohamed Alabbar, Chairman of Eagle Hills—known for developing Downtown Dubai—emphasized the project's goal to build responsibly on the Maldives' global appeal to create a world-class destination. The scale of the project is expected to fundamentally reshape the national economy, with preliminary assessments suggesting it could attract over $30 billion in gross foreign investment over its operational lifetime.
Financial projections indicate that approximately $18 billion will flow directly into the Maldivian banking system. Once fully operational, the destination is expected to attract over one million additional annual visitors, generating $2 billion in yearly tourism revenue. Critically, the project aims to create upwards of 54,000 direct and indirect jobs without relying on sovereign debt or tax incentives.
Dr. Abdulla Muththalib, Minister of Infrastructure, Housing and Urban Development, described the partnership as a decisive step toward the Maldives becoming a high-income country by 2040. He noted that the project establishes a structured, world-class real estate sector as a new pillar of the national economy.
To mitigate environmental impact, the development will utilize climate-adaptive engineering and sustainable land practices. These measures are specifically designed to protect the Maldives' fragile marine ecosystems while ensuring the longevity of the resilient infrastructure.
