Maldives Strengthens Anti-Trafficking Measures to Combat Tech-Driven Employment Scams

The Ministry of Homeland Security, Labour and Technology has reaffirmed its commitment to eradicating human trafficking, warning that the crime is evolving beyond traditional patterns into sophisticated digital threats. Under the theme “Trapped Behind the Scam,” the Ministry highlighted a global rise in victims being lured by fraudulent job offers via social media and digital platforms before being confined. Recognizing the Maldives' open economy and its heavy reliance on foreign labor, the Government has designated the prevention of trafficking and worker exploitation as a top priority. Officials emphasized that protecting human dignity and ensuring legal safeguards for all residents is a state responsibility that extends beyond administrative action to require the support of an informed public. Significant structural changes have been implemented over the last two years to streamline the state's response. In April, all government divisions handling labor-related matters were consolidated under a single Ministry to improve coordination and eliminate systemic gaps in enforcement. To provide a long-term framework, the Government has launched the Maldives Anti-Human Trafficking Strategic Plan 2026–2028. This roadmap aims to shift the state's approach from reactive enforcement to proactive prevention, with the goal of identifying potential offenses before they occur. Key to this strategy is a comprehensive awareness campaign targeting both employers and foreign workers. The Ministry is expanding programs to educate workers on their legal rights both before and after their arrival in the Maldives, while ensuring reporting channels for abuse are clear and accessible. Furthermore, the Government plans to modernize migration management by integrating biometric registration and digital tracking systems. These technological upgrades are expected to increase transparency and make it more difficult for illicit networks to operate within the country's borders.
