Minister Ali Ihusaan Calls for People-Led Approach to Maldives Digital Transformation

Digital transformation in the Maldives must be driven by the needs and initiatives of its citizens rather than being a top-down technical exercise, according to Ali Ihusaan, Minister of Homeland Security, Labour, and Technology.
Speaking at the opening ceremony of the Maldives Digital Summit on April 27 at Barcelo Nasandhura, Minister Ihusaan emphasized that technology is an essential tool for overcoming the geographical challenges of an archipelago. He noted that digital advancement acts as a bridge, effectively reducing the distance between scattered islands to ensure government services reach every citizen efficiently.
The summit serves as a key component of President Dr. Mohamed Muizzu's "Maldives 2.0" vision, aiming to transition the country into a "Digital First Nation." The government's current strategy focuses on building a modern foundation by digitizing state functions. Central to this plan is the creation of secure digital identities, national information exchange systems, and integrated interconnection services.
Minister Ihusaan clarified that these upgrades are not merely about technology but about improving the lives of Maldivian families, workers, and businesses. By establishing an information-based management system, the government intends to make public services faster, more transparent, and more responsive to the public.
"Transformation must be initiated by the people and include the solutions of the people," the Minister declared, urging international experts to collaborate with local stakeholders to create sustainable solutions.
The event features high-level global expertise, including representatives from South Korea's National Information Society Agency, the UK's Government Digital Service, and the former Deputy Prime Minister of Moldova for Digitalization.
Running until April 29, the summit is held in partnership with the Digital Maldives for Adaptation, Decentralization and Diversification (DMED) project, supported by the World Bank and the Maldives Digital Service. The gathering seeks to strengthen inter-institutional ties and solidify the infrastructure necessary for a digitally empowered future.
