New Shari’ah Standards Launched to Streamline Zakat Collection and Distribution

Minister of Islamic Affairs and Endowments Dr. Mohamed Shaheem Ali Saeed officially launched the second edition of the ‘Shari’ah Principles and Standards for the Collection and Distribution of Zakat’ on September 1. The updated publication aims to strengthen the administration of Zakat, ensuring all processes align strictly with Islamic principles. Issued under Section 12 of the Zakat Act, this new edition introduces refined guidance to improve how Zakat is collected and distributed across the Maldives. The revisions were developed based on recommendations from the Shari’ah Advisory Committee, a body established under the new Zakat Act which came into effect on January 1, 2026. The Shari’ah Advisory Committee plays a critical role in the current legislative framework, providing expert oversight to ensure that Zakat-related policies remain consistent with religious requirements. By integrating these expert views, the second edition reflects the latest legal developments and Shari’ah-based standards necessary for modern administration. This publication is intended to serve as a primary reference for both institutional administrators and individuals involved in Zakat operations. By providing a standardized set of rules, the government expects to achieve greater consistency and transparency in how funds are managed and allocated to those in need. The launch marks a significant step in formalizing the Maldives' Zakat system, transitioning toward a more structured and legally grounded approach to charitable giving and social welfare.
