Parliament's General Committee Amends Rule to Require Approval Vote Before Debate on Resolutions
Politics ·
The General Committee of the People's Majlis has amended the parliamentary Standing Orders, changing the procedure for how resolutions are debated. Under the new rule, a resolution must now be put to a vote for acceptance before the initial debate can begin. If the resolution fails to secure acceptance, it is discarded without any further discussion.
The amendment to Article 191 was originally proposed by MP Abdul Hannan Abubakuru of Thulhaadhoo constituency. During the committee meeting held on Tuesday, it was moved by MP Ibrahim Didi of Feydhoo Dhekunu constituency and seconded by MP Abdussattar Mohamed of Holhudhoo constituency.
Previously, resolutions were introduced, debated, and then sent to a relevant committee. The new rule allows the majority to kill a resolution without any debate if it fails to win the initial acceptance vote.
