The Rasmalé development project is set to fundamentally transform the Maldives' economic landscape, bringing the largest foreign-proposed investment in the nation's history. Minister of Infrastructure, Housing and Urban Development, Dr. Abdulla Muththalib, stated that the venture will drive unprecedented prosperity for the Maldivian people. Centered around the 'Maldives Waterfront and Marina' initiative, the project is being developed by Abu Dhabi-based firm Eagle Hills. The commercial real estate venture carries a direct capital commitment of USD 20 billion, aimed at diversifying the economy by integrating with the country's established hospitality infrastructure. When accounting for broader economic integration, total foreign direct investment (FDI) is projected to reach at least USD 31 billion. Minister Muththalib emphasized that this sum surpasses the historical aggregate of all foreign capital previously invested within the domestic tourism sector, signaling a massive shift in the scale of international interest in the republic. Beyond the initial investment, the project introduces a pioneering financial model to benefit the state. Unlike traditional resort leasing, which typically does not yield per-transaction payments, Rasmalé will implement a 4 per cent revenue share payable to the government on every leased property transaction. This new revenue stream is expected to provide a significant fiscal boost. While the Maldives currently boasts a robust tourism sector comprising 177 resorts, 16 hotels, 814 guesthouses, and 162 safari vessels, the government projects that the completed Rasmalé project will generate an additional USD 2 billion in annual state revenue. Minister Muththalib maintained that the total volume of FDI entering the country through this initiative is the critical factor, asserting that the successful delivery of the project will revolutionize the national economy.
